Facts :

Disasters are defined as events that overwhelm local response capability. We also know that 95% of mortality occurs in the first 24 hours.

Currently, emergency and medical corps units do not usually manage to arrive at a site of natural disaster in less than 24 hours, mainly because of political and organisational difficulties. Visas, authorisation, international laws and political consideration are restrictions that hamper quick intervention in another country.

Proposal :

Our proposal is to create an International Emergency Medical Team to give a rapid response in case of natural disaster in less than 24 hour.

GEMNET is an independent, global, multidisciplinary, apolitical, standardised trained network organisation. It will provide first aid to local rescuers and authorities.

Composed by involved professionals in emergency and disasters, this organisation will be able to give an automatic response and be at the disposability of the rescue team of the affected country.

Conclusion :

No territory on the world map can be considered safe of natural hazards. GEMNET is providing help without any consideration than the real emergency in case of natural disasters.

What is GEMNET ?

It means Global Emergency Medical Net.

It is an independent, global, multidisciplinary, apolitical and standardised trained network organisation.

Who composes GEMNET ?

All professionals involved in emergency and disasters are welcome. Emergency Physicians created first GEMNET, Doctors, Nurses, Rescuers, Engineers, Specialiste in water, infectious diseases... climate, Geographers, Ecologistes, Logisticians, Managers, International Lawyers, Economistes...

At present there is a steering committee consisted of 9 persons among whom 6 doctors.

Its President founder is Ali AFDJEI M.D (emergency physician in Paris).

Where is situated GEMNET ?

GEMNET will have correspondants all around the world, mainly Emergency Physicians and involved disaster managers in each country, with links and direct coordination with local authorities.

It will have his Headquarter in Geneva, with strong links of interagency.

How it works ?

At the disposal of NGO’s, United Nations, countries and local rescuers, since they ask for emergency assistance in case of natural disasters. GEMNET gives help to affected countries without any obligations or conditions in the extreme urgency. GEMNET provide help without prerequisite of anykind as an automatic response to natural disasters after quick efficient assessment.

With strong local links between emergency workers, rescuers of each country, rapid global and local assessment provided by satelllite organisation, standardised training around year, GEMNET will provide efficient first aid within the critical and crucial 24 hours.

It is an upstream, coordinated, thorough work with standardised online module training for each rescuers in disaster . Each country will have notified and authorized correspondants. The correspondents will be mobilizable within 24 hours. Correspondants and involved persons will be paid during their work (24/72 hours +- 48h) as all GEMNET team.

To provide GEMNET’s independence, we mainly search for private financing and donations.

What we need ?

We need you all to spread and improve GEMNET worldwide for ever. We need you to join us.

We need fundraising and partnership. We need companies and supporters in every country. We need political support to present GEMNET to United Nations and ask for an international Charter to be signed under the aegis of United Nations for absolute priority access in case of natural disasters, within the 24 hours, in respect of local culture and at the disposal of local rescuers.

LA 25 ème HEURE

« Peut-on les laisser mourir ? » fut la question posée en 1987 pour faire émerger l’idée du droit d’ingérence dans le débat public français puis dans les textes onusiens. Il n’est pas inutile de rappeler qu’elle s’insérait dans un colloque sur le thème « Droit et morale » organisé par Bernard Kouchner et le Pr. Mario Bettati.

Presque vingt ans plus tard, l’interrogation demeure. Peut-être est-elle encore plus criante depuis la prise de conscience matérialisée par l’élan de générosité en faveur des victimes du Tsunami. L’analyse des nombreuses catastrophes naturelles meurtrières de ces dernières années met en effet en lumière la grande difficulté pour les secours médicalisés d’accéder en urgence aux populations sinistrées.

APPEL DE MONTREAL

Chers confrères,

Après le choc engendré par le Tsunami en Asie, je vous adresse le projet Global Emergency Medical Net (GEMNET) et vous demande votre aide et soutien afin que les urgentistes du monde entier puissent s’unir et faire aboutir sur le plan international ce qui sera un progrès sans précédent dans l’organisation des secours internationaux en cas de catastrophes naturelles.

L’analyse des nombreuses catastrophes meurtrières de ces dernières années met particulièrement en lumière la grande difficulté pour les secours médicalisés d’accéder aux populations sinistrées de manière rapide dans les 24 h après une catastrophe naturelle, notamment lors des tremblements de terre.

Les principales raisons sont organisationnelles et politiques.

SOLIDARITÉ INTERNATIONALE

SECOURIR LORS D'UNE CATASTROPHE NATURELLE, IMPOSE DEUX OBLIGATIONS ET POSE DEUX PROBLÈMES IMMÉDIATS.

Deux obligations : être le plus rapidement (moins de 24h) sur les lieux et donner les moyens et capacités appropriés aux secouristes locaux.

Deux problèmes : politiques (problèmatique d'ingérence) et organisationnels (inégalité des secours selon les pays et régions). GEMNET (Global Emergency Medical Net) est une proposition émanant des urgentistes professionnels afin d'apporter une solution globale, dans un cadre de respect, d'égalité et d'humanité face à l'extrême urgence qu'est une catastrophe naturelle touchant toute population sur la planète.

Le principe de ce projet est de mettre immédiatement (dans les 24h) à disposition du pays touché par une catastrophe naturelle, des équipes médicales d'urgences et de secours multidisciplinaires intervenant sous l'égide des Nations Unies.

Notre objectif est de rassembler en réseau, environ 3 000 professionnels en médecine d'urgences, avec des mises à niveau standard au sein de notre système, ayant des liens et des échanges durant l'année, reliés entre eux par un système de communication et d'alerte, élaboré sous l'égide des Nations Unies.
